Slaughter bill targets credit card rates, fees

WASHINGTON--Rep. Louise M. Slaughter, D-Fairport, has introduced a bill that would cap credit card interest rates at 16 percent and cut back on the fees that lenders can charge when shoppers pull out their plastic.
